Anti-idling powers to be enforced in Hounslow

Hounslow council is consulting residents on proposals to issue penalty charge notices to drivers who fail to switch off their engines when stationary.

The measure is one of several outlined in the council’s Air Quality Action Plan — which was published in late 2017 — aimed at tackling air pollution within the borough.

In order to anti-idling enforcement Hounslow will be required to publish a Traffic Management Order, which will formally prohibit engine idling across the borough and allow enforcement officers to issue penalty charge notices while on patrol.

Penalty

The applicable fine to the motorist would be £60, discounted to £30 if paid within 14 days.

Councillor Katherine Dunne, Cabinet Member for Communities and Workforce at Hounslow Council said: “The council is committed to fulfilling its statutory obligation to continue to explore new ways to improve air quality and anti-idling enforcement is an important part of our Air Quality Action Plan. Our commitment, coupled with engagement from local groups and communities, will create and deliver environmental improvements that are essential in safeguarding public health and quality of life.”

Other measures being used within the borough to combat air pollution include a parking surcharge for diesel vehicles — which adds an extra £50 per year to the cost of a yearly parking permit for drivers of diesel cars (see airqualitynews.com story).

A consultation on the anti-idling enforcement measures runs until 7 December.
